Federal Police agents found a handwritten sheet titled "Câmara", or Chamber, listing first names of deputies and, beside each one, numbers that investigators say are "probably" values. The paper was inside the barbecue grill of Senator Ciro Nogueira's home. It was seized in May, during the fifth phase of Operation Compliance Zero, which investigates the Banco Master scandal. Details of the seizure report became public on Saturday (12), in a story by the news portal g1.
The sheet lists only first names. The Federal Police wrote that "ARTHUR" is "probably" Deputy Arthur Lira, a former Speaker of the Chamber of Deputies, Brazil's lower house, and linked "HUGO" to Hugo Motta, "ELMAR" to Elmar Nascimento, "LUIZINHO" to Doutor Luizinho, "ADOLFO" to Adolfo Viana and "ISNALDO" to Isnaldo Bulhões. Diego, Altineu and a ninth name also appear, rendered as "Netinho" by g1 and as "Motinho" by the outlet TMC. The number 40 sits beside "Arthur"; the other names carry 10 or 5. According to TMC, the lower part of the sheet bears initials and calculations, with a highlighted total of 8.75 million reais.
"The police team found a draft bearing the name 'CAMARA', followed by several names, possibly of members of congress, such as 'ARTHUR' (probably Arthur Lira), 'HUGO' (probably Hugo Motta) (...), among others subject to identification. It should be noted that beside each name there are numbers and then values (probably), which requires clarification," the Federal Police wrote.
The order to burn the papers
A housekeeper identified as Débora told agents that Ciro Nogueira handed her the papers to be burned because they were "old or useless". The report says the destruction did not happen because she ran out of time. "In the barbecue grill of the residence, documents were located which, according to the employee Débora, had been handed over by the suspect to be burned (...). These papers will be sent for contextual analysis by the investigation team," the officers wrote. The report does not say when the instruction was given.
In a statement, the office of Arthur Lira said the former Speaker "does not know the notes mentioned and cannot answer for this record". g1 sought comment from Ciro Nogueira, Hugo Motta, Doutor Luizinho and Isnaldo Bulhões, and said the space remained open at publication time. According to TMC, the senator did not respond and, during the search, refused to give officers the password to unlock his phone.
"High economic standard"
The same report notes signs of a "high economic standard" at the house, in Lago Sul, one of the most expensive neighborhoods of Brasília, the capital. Agents described a cellar with high-value wines and whiskies, international designer handbags and, in the closet, empty suitcases tagged in the names of third parties, including relatives of the suspect. "A circumstance that raised suspicions as to their possible use for transporting values," the Federal Police wrote.
The recovered papers remain under contextual analysis by the investigation team. The force said the exact nature of the numbers on the list still "requires clarification" as the inquiries continue.
