Daniel Vorcaro, the former controlling shareholder of Banco Master, claimed in text messages that he had "friends" inside Brazil's central bank who took part in the regulator's internal meetings and fed him information about the bank. The exchange is dated October 30, 2025, days before the Federal Police launched the first phase of Operation Compliance Zero, and was sent to an interlocutor the police identify as Supreme Court Justice Alexandre de Moraes. The police report was made public on Tuesday (September 1) by Justice André Mendonça, who oversees the case at the STF, Brazil's top court.
What the messages say
Vorcaro voiced concern about the central bank's president, Gabriel Galípolo. "The problem now is that I received informal and confidential information from the Banco Central crowd, that G and the directors are again under maximum pressure for a measure, because the Bacen is being heavily pressured by the PF and the MP, claiming they will do something against me," he wrote. According to the Federal Police, "G" refers to Galípolo.
"They took part in the meetings, that is why the info is 100%. I just cannot burn them, because there were few people there, and they will know they told me, if this reaches G."
Earlier, the banker had sent Moraes a list of names tied to the Federal Police and to federal prosecutors. "These people went to the Bacen in person. The problem is not investigating, that is part of it. The problem is telling the Bacen they will soon take a measure against me. Then everyone there panics trying to hedge," he wrote. He then asked for backup from "Andrei" and "Paulo" so no one lower down "pulls a stunt, and then it all goes down the drain". The police say the references are to Andrei Rodrigues, the Federal Police director-general, and Paulo Gonet, Brazil's attorney general.
Investigation and next steps
The messages predate the extrajudicial liquidation of Banco Master, ordered in November 2025. According to Diário do Poder, the Federal Police is investigating whether Vorcaro received privileged information from two former central bank employees suspected of favoring the bank in exchange for financial benefits. Vorcaro testified before Mendonça's office in the week before the report was released. In the same October exchange, he also praised the justice: "Everything important in the end lands in your lap! Impressive! But your legacy for Brazil will be eternal."
On Monday night (August 31), Mendonça sent the Attorney General's Office a formal request for explanations about the mentions of Andrei and Gonet, with a five-day deadline. The office had already asked for the inquiry into the messages to be shelved. According to G1, Mendonça is expected to insist that the full Supreme Court bench examine the material anyway.
