Senator Flávio Bolsonaro, the Liberal Party (PL) candidate in Brazil's presidential election, flew from Florida in the United States to Brasília on January 19, 2025 aboard an executive jet linked to Daniel Vorcaro, the former banker at the center of the Banco Master case, according to an investigation published on Wednesday by the magazine piauí. The flight, on the eve of Donald Trump's second inauguration, also carried the senator's wife, Fernanda, the couple's two daughters and the lawyer and businessman Willer Tomaz.
The aircraft is a Legacy 650 registered PP-NLR. The magazine identified it by cross checking historical air traffic records, an airport movement spreadsheet and data from Brazil's civil aviation registry, some of it available to the congressional inquiry on organized crime. The formal owner was Fraction 024, a company that split the jet into three equal stakes: one held by Tomaz through Alcazar Holdings, based on the Portuguese island of Madeira; one by Laércio Cosentino, founder of the software maker TOTVS; and a third bought in late 2024 by Prime You, which also operated the aircraft. Vorcaro was a partner in Prime You from 2021 until September 2025, according to company data cited by the magazine.
In Brazil, the disclosure lands in the final stretch of the presidential campaign and at the heart of the Banco Master case, an influence investigation that has already reached the Supreme Federal Court (STF), Brazil's top court, Congress and both leading presidential campaigns. The same PP-NLR was filmed on August 22, 2025 carrying Justice Alexandre de Moraes and his wife, the lawyer Viviane Barci, as they landed at Santos Dumont airport in Rio de Janeiro, in a video revealed by Lauro Jardim's column in the newspaper O Globo. After the footage surfaced, Flávio Bolsonaro wrote on social media: "Moraes is the main person responsible for Lula returning to the scene of the crime". The senator was referring to President Luiz Inácio Lula da Silva of the Workers' Party (PT), his main rival in the race. The same aircraft now connects the candidate to the banker's circle.
How the flight reached the Federal Police
The route had already been revealed last week by O Globo: the Federal Police found records of the Fort Lauderdale-Brasília flight while investigating billion-real fraud at the INSS, Brazil's public pension system. An email dated January 24, 2025, found in Tomaz's communications, describes the lawyer and his family traveling with Flávio and relatives. According to the newspaper, investigators identified at least five joint international trips by the two men in the first half of 2025, with stops in the United States, South Africa, Portugal and France. During the Florida stay, the two had been together at the Hard Rock Hotel and Casino in the Miami area.
In a March report cited by O Globo, the Federal Police treats Vorcaro as the true owner of Prime You, with a person formally at the head of the company acting as a "laranja", Brazilian slang for a front man. According to piauí, each 33.33 percent stake in the PP-NLR was worth US$ 5.5 million in May 2025, when the company was negotiating the transfer of the stake to Viviane Barci's law firm, a deal that was not concluded. In the Federal Police investigation into Banco Master contracts with Barci's firm, a contract document worth 50 million reais provided for part of the payment to be made in shares of a jet and a helicopter, including Fraction 024. Moraes and the firm's defense say that contract never existed or was signed.
What those involved say
Flávio Bolsonaro and Vorcaro's defense did not respond to piauí. Speaking earlier to O Globo, the senator said he had a "legitimate friendship" with Tomaz and called any attempt to suggest irregularity "mere conjecture with no basis in fact". Tomaz, who was arrested in the JBS scandal and later acquitted, confirmed to the magazine that he owned one of the stakes, said he had hired Prime You as a client and did not know Vorcaro was a partner, and denies being under investigation in the INSS scheme. On Wednesday, Flávio's campaign asked Justice André Mendonça of the STF to investigate Lula on suspicion of having acted in Vorcaro's favor. The presidential palace denies that Lula received gifts or sent messages to the banker.
