Documents released by Brazil's Federal Police (PF) on Friday (11) show what investigators describe as coded language used to settle the value of a R$ 2.45 million apartment tied to Senator Jaques Wagner of the Workers' Party (PT-BA), a former government leader in the Senate. The material is part of the report on the Banco Master case, made public after Supreme Federal Tribunal (STF) President Edson Fachin ordered Justice André Mendonça to lift the secrecy on every document in the inquiry.
In an intercepted message, Daniel Lopes Monteiro, described by the PF as a legal and financial operator connected to Master, wrote to Guilherme Henrique Sodré Martins, known as "Tio Guiga" and a trusted aide of the senator: "A altura do vão é 2,45m" (the height of the gap is 2.45m). The reply was one word: "Perfect". Investigators read the phrase as a reference to the property price, R$ 2.45 million, and not to any architectural measurement.
The apartment sits in the Poemè Horto development, a high-end project by builder Moura Dubeux in the Horto Florestal neighborhood of Salvador, in the state of Bahia. The PF links the exchange to an earlier conversation between Wagner and businessman Augusto Ferreira Lima, owner of Banco Pleno and a former partner of Daniel Vorcaro, the owner of Banco Master. In November 2024, the senator sent Lima the contact of a sales manager at the construction company, followed by details of a property valued at R$ 2.45 million. According to the report, the senator asked Lima for the apartment as an "improper advantage".
Talks went on after Vorcaro's arrest
Vorcaro was arrested in November 2025, in the first phase of Operation Compliance Zero. The property negotiations, by the PF's account, did not stop. The report cites "contractual maneuvers carried out with the purpose of preventing investigators from discovering the illicit deal". Three days after the operation began, on November 21, 2025, messages passed between one of Lima's operators and Master directors about contacting Wagner's supposed operators. Negotiation resumed on November 25 with more guarded messages. In February 2026, intermediaries exchanged the signed draft of the purchase contract, along with finishing details whose replacement would add R$ 20,000 to the price. Monteiro and Sodré favored video calls and in-person meetings, a format the PF says made the conversations harder to expose.
Reactions
Wagner was targeted by a search and seizure warrant in the ninth phase of Compliance Zero, launched on June 18. At the time, the national president of the PT, Edinho Silva, defended the senator:
"Senator Jaques Wagner holds our full confidence. We support every investigation involving Banco Master; society has the right to know the truth."
Lima's defense called the police measures unnecessary, arguing that the businessman had been available to the authorities, and said the steps "will help demonstrate that the facts under investigation in this phase are strictly lawful".
The Master inquiry now sits at the STF, where Fachin has ordered full disclosure of the case files. Further excerpts of the wiretaps are expected to become public as the order is carried out. Wagner remains under investigation, and the case continues under review at the court.
