Brazil's Prosecutor General's Office (PGR) said on Monday (14) that it favors lifting the secrecy on case Pet 15.645, which holds details of the payment network of businessman Daniel Vorcaro and Banco Master, according to CNN Brasil. The opinion, signed by Deputy Prosecutor General Hindemburgo Chateaubriand, answers a request for input from the president of the Supreme Federal Court (STF), Justice Edson Fachin.
Justice Alexandre de Moraes asked for the files to be opened on Sunday (13). According to G1, he wants the material made available to all justices before Tuesday's (15) session. Fachin forwarded the request to the PGR and asked for a position "with brevity". In the petition, quoted by G1, Moraes wrote:
"However, the secrecy of PET 15645, assigned by prevention to Justice André Mendonça and containing elements essential to the ruling on PET 16662, scheduled for next Tuesday, September 15, has not been lifted. I ask Your Excellency to order the lifting of the secrecy of PET 15645 and the release of the files to all members of the bench before that ruling."
Chateaubriand said the PGR did not know the case existed and that it did not even appear as visible to the office in the court's system. He still backed opening it. Quoted by Folha, he said secrecy should end because the file is a "document considered relevant so that a justice of this court can understand the totality of the factors that the matter to be debated involves". Folha reports that the payment details come from a report by Coaf, Brazil's financial intelligence council. In March, the Federal Police had already asked the case's reporting justice, André Mendonça, for access to the sealed data, and the request has not been reviewed so far.
The fight over documents comes just before Tuesday's session, the latest chapter in a crisis that has split Brazil's top court. On Friday (11), Mendonça lifted the secrecy on dozens of proceedings after pressure from the PGR and from fellow justices. Moraes called the release "selective" and said digital files remained outside the set made available. CNN Brasil reports the dispute also covers data from Vorcaro's phone, which Moraes and Justices Cristiano Zanin and Gilmar Mendes asked to see in full.
Tuesday's session
The full court is set to examine a Federal Police report produced at Mendonça's request, which points to a supposed relationship between Moraes and Vorcaro. The material records 52 messages exchanged between December 21, 2023 and November 17, 2025, the day the banker was first arrested. According to G1, the report says Moraes took part directly in reviewing and editing a contract worth 130 million reais between Master and the Barci de Moraes law firm of lawyer Viviane Barci, the justice's wife. The PGR has already asked for the report to be shelved, arguing it was produced irregularly, without prior notice to the court's presidency.
The call on Pet 15.645 now rests with Fachin. The session is scheduled for Tuesday (15), when the justices decide the fate of the report on the messages between Moraes and Vorcaro.
