Documents from Brazil's federal Prosecutor General's Office (PGR) and the Federal Police that became public on Friday (Sept. 11) show that prosecutors asked investigators to examine possible legislative proposals put forward or backed by Senator Flávio Bolsonaro (PL), his party's candidate in October's presidential election, that could have served the interests of Banco Master and its founder, Daniel Vorcaro. The same material indicates, according to the newspaper Folha, that his brother Eduardo Bolsonaro acted as the manager of the money raised for "Dark Horse", a film about former president Jair Bolsonaro.
The request appears in a PGR opinion dated June 21 that supported opening an investigation into Flávio over the film's financing, first reported by Poder360. The text became public after the president of the Supreme Federal Tribunal (STF), Brazil's top court, Edson Fachin, ordered late on Thursday the release of part of the main inquiry into the Master case, a step carried out on Friday by the rapporteur, Justice André Mendonça.
"Legislative propositions presented or endorsed by Senator Flávio Nantes Bolsonaro and by congressman Mario Luis Frias within the National Congress, which may be of interest to Banco Master or companies linked to it, as well as to its controllers, especially Daniel Bueno Vorcaro."
In the opinion, the prosecutors recommended linking those proposals to the inquiry. On July 22, Mendonça authorized the investigation of Flávio on suspicion of money laundering, currency evasion and corruption, among other possible crimes, according to G1 and BBC News Brasil. The file on the senator remains sealed, but the authorization was included in the main case, now public. Congressman Mario Frias, named in the same passage, was targeted by a Federal Police operation on Thursday in a separate inquiry led by Justice Flávio Dino.
What the documents say about the brothers
According to Folha, the files show that Flávio was a direct interlocutor of Vorcaro in negotiations over investment in the film, with in-person meetings and repeated demands for payment. In a report cited by the newspaper, the Federal Police wrote that the senator "does not appear only as a third party mentioned in other people's communications, but as a direct interlocutor of Daniel Vorcaro". The newspaper also reports that police suspect part of the money raised was used to pay Eduardo's expenses in the United States. According to G1, the person in charge of the American fund Havengate, used for the transfers, is the lawyer Paulo Calixto, who represents Eduardo in that country.
The numbers known so far: Vorcaro transferred 61 million reais to the producers through Havengate, and Flávio had negotiated 24 million dollars, about 134 million reais at the time; the production company says it spent 75.1 million reais. Businessman Antônio Carlos Freixo Júnior, known as Mineiro, signed a cooperation agreement with the PGR and said he made seven transfers to the fund between January and September 2025, totaling 12.333 million dollars, at Vorcaro's request and in amounts requested by Flávio. The September transfer, of 1.666 million dollars, contradicts the senator's account that the last payment had come in May 2025.
Defense and status of the inquiry
Flávio denies any wrongdoing. "Total transparency on this matter is the best thing that could happen", he said on Friday while campaigning in Amazonas state, according to BBC News Brasil, which also quoted him saying that opponents will try "to do everything to destabilize and invent things where there are none". Poder360 sought comment from the senator and from Mario Frias and received no reply before publication. Vorcaro has been held since November 2025 and is suspected of a 12 billion reais fraud against the financial system, according to the BBC.
What is confirmed so far is the content of the documents: the PGR's suggestion, the opening of the inquiry and the findings about the two brothers. The suspicion that Flávio acted in Congress in defense of Master, and that Eduardo managed the film's money, still has to be proven, and no charges have been filed against either of them. The next steps belong to the Federal Police and the PGR, which may ask for the case to be closed or file charges at the STF.
