Daniel Vorcaro told Brazil's Federal Police that he cannot remember who received the message in which, according to investigators, he asked Supreme Court Justice Alexandre de Moraes for help containing Federal Police and federal prosecutors' actions against Banco Master. The testimony was given on August 28. Its details were reported by G1 on Sunday (13).
Vorcaro was questioned about suspicions that he paid bribes to Central Bank directors and about an alleged leak of investigations targeting him. Federal Police delegate Albert Paulo Sérvio de Moura showed him screenshots that forensic examiners found on his phone. According to the Federal Police report, the messages were sent to Moraes.
In one of them, dated October 30, 2025, Vorcaro writes that he would change a flight to meet Moraes and discusses Central Bank inquiries into Master. He says he received informal, confidential information from inside the regulator and cites "G", a reference to Central Bank president Gabriel Galípolo, and to other directors under pressure from oversight bodies.
The delegate also asked about a note on the device mentioning a trip to Abu Dhabi, the credit guarantee fund, and the names "Andrei" and "Paulo". The Federal Police says these would be its own director-general, Andrei Rodrigues, and the Prosecutor General of the Republic, Paulo Gonet. Vorcaro answered: "I was talking to many people about this bank transaction, people close to me". He also said the "G" is "probably Galípolo, the president".
When the delegate pressed him, asking whether he remembered "where these messages went, their destination", Vorcaro said he could not recall where the material had gone.
"I would have to remember who the messages were sent to. [...] I don't want to make an inference here without being sure, I can answer later, at the proper time, so I don't make a mistake here."
A future plea deal and Tuesday's session
Vorcaro's lawyer said his client is willing to cooperate, but only under a future plea bargain agreement, the instrument known in Brazil as delação premiada, because other people may be involved. "Some facts related to some people he can in fact talk about, provided it is in the future setting of a new [plea deal]", the lawyer said, according to G1.
Earlier this month, Justice André Mendonça lifted the secrecy on a Federal Police report that identified 52 messages between Vorcaro and Moraes. According to BBC News Brasil, the decision came on September 1, and on Wednesday (9) Supreme Court President Edson Fachin removed Moraes as rapporteur of the Fake News inquiry and called a full-court session to address the crisis. Vorcaro was arrested in November 2025 and is under investigation for fraud estimated at 12.2 billion reais, BBC News Brasil reports.
Mendonça has asked the full court to decide whether to open an investigation into Moraes, a decision that could come in Tuesday's session (15). In response, Moraes sent the court's presidency a Federal Police intelligence report, without evidentiary value, that questions Mendonça's handling of the Master and INSS inquiries. That material is due to be examined on September 23.
